White Paper: COE Homeland Security and Resiliency

whitepaper

Our point of departure is in response to the ever growing threat spectrum of the 21st Century, in that private and public sector institutions are increasingly at risk because of the growing: frequency, severity, and, cost of threats.

These threats come in a variety of forms. There are natural events such as: earthquakes, ice storms, and hurricanes. There are hybrid events such as: a single solitary tree falling in Ohio and causing a cascading power failure throughout the

eastern part of the United States and Canada. And then there are the man-made threats such as: increasing global economic instability, cyber-threats, to direct attacks to persons and property. Not only are we seeing increases in frequency, severity, and cost, but we are seeing the threats pop up into places we normally
would not expect them to be.

Addressing the Challenges of the 21st Century

The common element that is that decisionmakers must: anticipate, mitigate, and, manage increasingly complex events that transition institutional and organizational silos. In a time where the rate of change defining these increasingly complex threats is well ahead of most decision-makers knowledge, the daunting question of: "and now what?" must be asked. If they do not, in the context of the world we live in today, the losses and failures can quickly proceed from disruptive, to disastrous, to catastrophic in which both the private and public sector are affected.

As a function of our interdependency, we must begin to take serious consideration of the "Whole of Nation" concept. Decision-makers must be prepared with state-ofthe-art knowledge that enables sound, proactive strategy and operation. With a view to these new challenges, our purpose is to provide participants with: comprehensive knowledge, based on state of the art best practice, leveraged by futurefocused engagement and unmatched networking opportunities, all delivered by a world class
faculty at a global top ten business school.
